Question:
$1500 seems quite expensive. Is it a fair price ? Any room to reduce ? The price should also include clearing the curbside grass/phone book (as he mentioned in a later e-mail).
Do we normally need to do this every year (before the 'fire hazard' period starts) ? or more often ?
I suppose the price includes all the work required to satisfy the Council, i.,e. if later the Council inspect and does not accept, the contractor will fix until the Council accepts, with no extra cost.
The work should also include

You have over half acre of land which have been neglect for years with dead tree need to be remove and tall tree branch need to be trimmed, both contractor's quote come in pretty close, if you want to save some money you can use the Chinese contractor, I do not think neither contractor would guarantee that it would pass the city's inspection (city may always come in and put in more requirement) and I have no experiment for this kind of violation which only happen in the wild rural area. Don't worry about the phone things those are minor stuff.I thing the owner should make sure their property is free of fire hazard and to up keep the yard and out door area regularly, I believe you should at lease do it quarterly or as often as needed, I can keep an eye on it. (remember you have over half acre of rural land, it cost money to maintain).

Privacy for tenant IS IMPORTANT
Can owner give privacy more by vacating downstair storage and garage-internal-storage room (empty these two spaces for quiet enjoyment for Alex)?

Thanks for your help to find the tenant. I suppose this is the main house. Actually I would prefer the rent to be close to $2000. Can you try to ask for more ?
Regarding the sharing of utilities, did you managed to set up separate meters for power/water/telecom ? If not how to split the bills ?

Answer the Landlord
We had posted the rent for the front unit for $1600 and the rear unit for $1900. I do not think the $2,000 is a realistic figure, so far we have a several open house about 5 parties have seen the place but by far this is the only good candidate. Please reconsider the offer, I have to give his the answer by tomorrow,By the way set up separate utility meter may not be possible, you may need to come up with a lot of paper work and it will cost you a lot of time and money. I heard to apply a separate PG&E meter in Marin County may cost over $4,000 just to apply and it need time to get approve, not to mention the cost of installation. I'll have the tenant agree to split the bills. I think that will be more practical.
