I am not quite sure I understand your question. If the City of Oakland has
put a lien against your property, the payment to clear the lien would be to
the Finance and Management Agency. Here is their website.

If you are concerned about a lien not placed by a city agency, the lien is
recorded with the Alameda County Recorder's Office, and the payment goes to
the party the placed the lien.
For more detailed information, you may wish to contact a real estate agent
or attorney.
